So are flu viruses. Ebola infections are not.

Whether it's rational or not, people fear the unknown more than they do the familiar.

are decided by the swing voter who simply isn't paying attention, don't you?

That's why the term "October surprise" came to be. It's meant to grab the attention (and presumably the fear) of people who decide at the last minute who to vote against.
