Obama can make as many public statements as he wants asking that the FCC preserve net neutrality. In the end, though, the President has no authority over his FCC chairman's decisions: By law, the chairman is ultimately answerable to no one, and can do or not do as he pleases -- no matter what the President says.
Obama's FCC chairman appointee? Tom Wheeler, a previous head lobbyist and president of the cable industry. The issue of net neutrality being compromised is out there purely because it has been Wheeler, as FCC chair, who's drafted papers advocating its emasculation.
