When the grand jury announces its decision in Ferguson, the protestors should

make a arm in arm human chain around the city and say nothing. A silent protest will be more impactful than chaotic protest that will end with many hurt. This continual kind of silent protest will speak volumes, and disarm those who have prepared to knock heads and make arrest.
