It would appear as though many are expecting race riots across the nation. In making the statement so late, that pretty much gets everyone home in all the areas that protests are planned.

Gov. Nixon just said the National Guard will be in place to protect vital resources--it almost sounds like they're preparing for a terrorist attack.
