All I can say is HUZZAH!! and SHAZAM!! Get these cases AWAY from their local 'good ol' boy' networks,
and into the hands of State AGs and/or Special Prosecutors appointed by the governor.

New York attorney general seeks power to investigate police killings of unarmed civilians
REUTERS via Raw Story * 08 DEC 2014 * by Karen Freifeld and Scott Malone
New Yorks attorney general on Monday asked the governor to empower him to investigate all deaths of unarmed civilians at the hands of police in the state, following waves of protests nationwide over police killings.
Saying the public had little confidence in local prosecutors ability to investigate police officers with whom they work closely, Attorney General Eric Schneiderman called on Governor Andrew Cuomo to authorize state-led investigations and prosecutions of police.
The move is necessary to address a crisis of confidence in the states criminal justice system, Schneiderman said in a letter to the governor.
The country has seen weeks of racially charged protests, spreading from Missouri to New York to California following a pair of cases in which grand juries declined to charge white police officers in the deaths of unarmed black male suspects.

(3,580 posts)I'd like to see all states do this. The investigators and prosecutors of illegal police activity especially physical violence against citizens has to be handled by a totally impartial agency.

(9,126 posts)I would like to know if writing letters might help or someother way to get the governor to approve it. I think we should start a letter writing campaign to all governors to approve it.

(7,234 posts)"Additional training", body cameras, grand juries, "Special Prosecutors" are nothing more than a carrot stick on a string, its useless bullshit.
The only way we're going to realistically fix this is by identifying cops with anger and other psychological issues and remove them and also do a better job screening potential hires.
If you have some guy on the force laughing about busting heads, remove him immediately.
All the "training" and "body cameras" in the world won't stop these psychos from killing, you have to remove them from law enforcement completely.

(3,580 posts)But the approach to reduce cops killing people needs more than one approach
And just because someone is competent at hire doesn't mean they're going to stay that way. The co workers are going to spot burnout faster than management so they have to have protection and support to report bad cops

(19,326 posts)I actually think all the things you list will help, esp. body cams, and mandatory special prosecutors (instead of local DA), AND what you mention in terms of hiring and letting the 'bad cops' go on pretty much of a zero-tolerance basis, when it comes to violence against unarmed citizens.
