Do any Californians know anything about the MediConnect Program?

I have been trying to help a friend get out of this program for L.A. County residents. It is some combination of Medicare and Medi-Cal (latter is the California Medicaid program). I have had -0- luck so far. If anyone has any information on how to make them stop changing my friend's Medicare and Medi-Cal coverage, please send it provide a link or other info. All help is appreciated. I have reviewed the programs offered and it looks to me like government welfare for the worst medical providers licensed in California. After reading the reviews, I am totally in bewilderment as to why these companies were selected. Not one of them has a review over 1.5 stars out of 5 and most are at the 1 star level and the complaints are really serious -- medical mal issues.
