Question about torture

Since the US admitted we tortured with the release of the information in that Senate report and many of the torturers and those that allowed and gave the go ahead to torture have admitted they did so. Can the people and the family members of the people we tortured sue the US or the individuals?

Also, just because the DoJ and the President have said they aren't going to investigate and or file charges. Does that mean they can't change their mind and do it at a later time?

And also what about the next President or Presidents in the future, could they bring charges on the bush admin for their war mongering and torturous ways?

Just wondering...

but court decisions over the years have made it very unlikely that a Jose Padilla, for example, will ever collect.

Same courts have made it possible for a future president to order torture with impunity.

the DOJ would be incriminating itself if they prosecuted. Therefore, they won't.

You ask, can they change their minds and do it at a later time? They would be going back on their word. I.e Lying. So, yes they could.
