Ten months ago, just days before Russia moved on Crimea, Russia announced it was planning on rebuilding or leasing naval bases in Latin America, including in Cuba.
Now, the ruble is crashed. Can Putin make rent? Is Cuba looking for an economic relationship with more value than Russia can offer?

This is a change that was long overdue.
No doubt, it dos tweak Putin's nose a little.

while restoring Russia's self-esteem as a world power.
