Is Cuba normalization also a move against Putin's global projection?

in the n-dimensional chess game of sanctions?

Ten months ago, just days before Russia moved on Crimea, Russia announced it was planning on rebuilding or leasing naval bases in Latin America, including in Cuba.

Now, the ruble is crashed. Can Putin make rent? Is Cuba looking for an economic relationship with more value than Russia can offer?

Cuba lost Russia as its sugar daddy some time back.

This is a change that was long overdue.

No doubt, it dos tweak Putin's nose a little.

It does seem Putin was looking to restore some of that special relationship around the Caribbean
while restoring Russia's self-esteem as a world power.
