very simple. allowing elected officials to pick and choose the circumstances for losing the right to vote is gives them the tool to shape their own electorate. it's a recipe for bad government and an inability to change it.

ie regulations, redistricting etc should require a state-wide vote of approval by the citizens.

elections. Who can we trust? I think one reason that it was originally placed on the hands of the state was so that it could not be dominated by the feds. Obviously the states are no less likely to dominate the voters than the feds.

What are the practices in other nations? Who controls the elections in Canada? England? Germany?

No elected types involved, using computer and common sense. Working like a charm...got rid of most of the political gerrymandering, now the State reflects the people.
