Which isn't always easy; JFK's "best and brightest", McNamara and Bundy et al, were responsible for the debacle of Vietnam with the "domino theory"; Bush's foreign policy advisers were responsible for the mess of Iraq and Afghanistan. Which is probably the result of foreign policy and military policy formulated by ideologues with little to no room for dissent.
