Local upstate NY Congressman announced this is his last term, a self imposed term limit so that

he can run for higher office in 2016.

No big deal except the local GOP buzz is that Gillbrand will not be in the Senate after 2016. I believe her term runs to 2018.

I have heard 2 reasons. She will leave to run as VP and the other reason is she will challenge Hillary and Hillary drops out.

She would not need to leave the Senate to run for President in 2016.

Not sure why Gibson quit (he is too moderate for the GOP anyway), and I doubt he could be able to win a state primary.

Did he say he wants to run for higher office?

This article says he is interested to run in 2018, though I have the same reservation on whether he could win a primary (and it is an anonymous source, so who knows whether it is more than rumors).

There is no Constitutional prohibition against the President and Vice President being from the same state.

No way can a Democratic ticket throw away NY votes. So, while true the Constitution does not say they can't -- for all practical purposes, they can't. (If they were both from VT - they could win without the states small number of electoral votes.)

He was a legal resident of Texas (same as Bush) right up until only days before he was officially nominated as VP. There was even a lawsuit about it that was dismissed by a Reagan judge while the whole Florida debacle was going on – another travesty of that election that doesn't get much attention.

All she'd have to do is resign and change her residency before the Electoral College meets in December 2016. (That judge ruled in 2004 that it only matters where the candidate resides on the day the EC meets and not at any time before.)

The Democrats COULD have raised the issue then -- likely had they thought Cheney a strong VP - they could have questioned it. When the issue was raised - it almost seemed after the fact - and thus not quite fair to apply.

I suspect that it could be more an issue if you had an elected representative of NY.

First woman President on the Republican side. She has never really done anything at all, so there's very little dirt on her. No real job, no husband, no kids. Nothing. Lived off Mommy and Daddy, was supposedly a "manager" for their business. But she will show her true Tea Party crazy ass colors.
