Airport managers don't control air traffic. Air traffic controllers, employees of the FAA, do that, based on prevailing winds, published departure procedures, and other traffic. And private parties suing because they don't like airplanes flying over their houses almost invariably lose.

It's an FAA regulation violation to drop stuff out of airplanes onto people's houses, but it would be tempting to take a chance anyhow, and drop a huge sack of raw sewage into The Donald's swimming pool.
