the patch on the sleeve of the policeman, and assume they are cuffing Martin Luther King and the others. I am just curious what was going on.

Google James Meredith to learn about how it began (and ended).

I don't think MLK was being arrested here; those cops are shoving him off the highway for blocking traffic, the day after Meredith had been shot. King was arrested during that same March the next week, along with Stokely Carmichael and several others, in Greenwood MS.
