Keystone Legislation Stalls Amid Partisan Squabble on Amendments

Legislation to approve TransCanada Corp. (TRP)s Keystone XL oil pipeline stalled in the U.S. Senate as Democrats raised objections about the number of amendments theyve been allowed to offer.
The Senate, by a 53-39 vote with 60 required, refused to advance the Keystone measure. Two weeks earlier, enough Democrats joined the majority Republicans to move the bill forward, and Majority Leader Mitch McConnell signaled before Mondays vote that he will press ahead with the legislation.
Backers of the pipeline say it will provide jobs and promote U.S. energy independence. Opponents say the project will create few permanent jobs, wont boost domestic energy security and would pose environmental hazards.
Illinois Senator Richard Durbin, the chambers second-ranking Democrat, said he told McConnell before the vote that Democrats want to work together on a bipartisan basis. Democrats have accused the majority leader of backing off his promise to allow both parties a chance to offer multiple amendments to the bill. ............

(19,565 posts)He's chiseled the partisan line in stone, and been flat out nasty to Democratic senators. If I were a betting person, I'd say this has substantially lowered his odds of getting a veto proof majority on any of the big items they thought they were going to push through.
I wonder what their thought process is in regards to their tactics? Maybe it's all theater for the 2016 senatorial elections, or something to that effect? Other than that, I'm stumped. Both he and Boehner are acting like out of control bullies, and that's not how you get things done on Capital Hill. Reality is, pissing people off tends to come back and bite you in the ass.
