Sen. Orrin Hatch (R-Utah) will take Vice President Biden's place beside Speaker John Boehner (R-Ohio) when Israeli Prime Minister Benjamin Netanyahu addresses Congress next month.

(14,449 posts)No matter who has other plans, their seat will be filled with a staffer or someone. I doubt Vice President Biden would demand his seat be vacant. He is way more mature then that.

(15,429 posts)Next in line after the Veep, it falls to the President pro Tempore of the Senate. There is strict protocol her. At least the Republicans decided to abide by protocol on one thing.
