The nation’s urban centers are changing rapidly. Blacks are moving out, into the suburbs or to other regions of the country. Poverty is spreading from the urban core to the inner suburbs. White flight has slowed and in some cases reversed. Nationally, Hispanics have displaced blacks as the dominant urban minority.

…as the black and Hispanic populations disperse, these heavily Democratic constituencies will influence the election outcomes in an increasing number of congressional districts. This will lessen one of the Democrats’ liabilities: the huge concentration of favorable voters in city districts that vote Democratic by 3 to 1 or better margins, effectively wasting voters who would be more beneficial to the party if located in competitive districts.

Republicans have gerrymandered the country to the point of absurdity, locking minority voters into overwhelmingly nonwhite districts and marginalizing them everywhere else. This is how House Republicans received over one million votes less than House Democrats but still hold a solid majority. But as minorities spread out into the suburbs, it will be increasingly difficult, if not physically impossible, to effectively gerrymander them into a corner.

In the end, the white vote will effectively segregate itself in the Deep South and parts of the Midwest. The rest of the country will turn blue or deep purple, forcing Republicans to moderate their overt bigotry. That, in turn, will enrage the self-segregated whites who will be trapped in an increasingly incestuous bubble of fear and rage at the “browning” of America. This angry and disillusioned voter block will become more and more extreme and untethered from reality and their elected officials will reflect that. We’re already seeing the first stages of this now with the fight between the Tea Party and establishment Republicans. Eventually, the tension between the crazed radicals that have to appeal to furious white supremacists and the moderates who have to appeal to a broad coalition of voters will snap the party in two.
