Update: Statement from DOJ on these developments:
STATEMENT BY ACTING ASSISTANT ATTORNEY GENERAL FOR THE CIVIL RIGHTS DIVISION VANITA GUPTA ON DEVELOPMENTS IN FERGUSON, MISSOURI, FOLLOWING CIVIL RIGHTS DIVISIONS FINDINGS
WASHINGTON Acting Assistant Attorney General for the Civil Rights Division Vanita Gupta released the following statement Wednesday regarding developments in Ferguson, Missouri:
The results of the Civil Rights Divisions investigation into the practices of Ferguson Police Department remain a top concern and priority. The division will continue to work with Ferguson Police and city leadership, regardless of whomever is in those positions, to reach a court enforceable agreement that will address their unconstitutional practices in a comprehensive manner. As part of this ongoing commitment, in the coming weeks the Civil Rights Division staff will travel to Ferguson, Missouri, to discuss the findings and next steps with community members and Ferguson city leadership.

Finally Police Chief Tom Jackson has tended his resignation. The report recommended, among other things, a focus on community policing. Given the current leadership, perhaps Chief Jackson realized he was not the man who would be able to earn the trust of the community.
All these high profile resignations send a very strong signal that change is coming. Whether the police and local court will be able to implement all recommendations in the highly critical Department of Justice report is still an open question. Moreover, they are not alone in these practices, and the only reason we know about them is because a young man died at the hands of a police officer.
That said, three of the critical people mentioned in the report are no longer in charge.
