So if they point is that he can be president if he has an American mother, than they should have recognized that about Obama as well, no matter where they incorrectly thought he was born.

steps of the White House, to American citizen parents, recorded on YouTube, attended by SCOTUS, they would have declared that DC was not a state or something.
Birthers were likely funded by folks like the Kochs as a distraction and a carnival act.

First time I drank bourbon - Christmas present, Jim Beam, early HBO days, it just started to actually be on all night. Midnight, clicked on The Last Waltz, I was transfixed, drank and watched until it was over, half the bottle gone, few hours sleep, woke up and went to work, fresh as a daisy. Lessons learned - no hangover from bourbon, and one can never have too much Robbie Robertson. Cheers! And thanks for reminding me!

file the proper form(s) to the American embassy in the Canadian city in which he was born?
If NOT, then HE IS NOT ELIGBLE TO BE PRESIDENT!! He has to have the proper document(s)
to prove this did occur.

Filing the prescribed form is necessary to get a certificate that serves as proof of citizenship but is not required to create citizenship, which occurs at birth under the relevant statute. Filing the form is a prerequisite to getting a passport for a child born outside the U.S. to am American mother but if the form wasn't filed prior to the child's 18th birthday there are alternate ways to prove citizenship for various purposes. Eligibility for the presidency isn't contingent on any form. It's contingent on certain facts which is why the whole long form v short form birth certificate debate was utter nonsense.

People born overseas to US servicemen and women are considered naturally born US citizens as much as if they were born in the US.

Any child of a US citizen born anywhere on the planet is a US citizen.

Born while not on the planet has yet to be tested, but shouldn't be a barrier.

He is eligible for US citizenship, but it's not clear he went through the correct procedure to become a US citizen. His parents would have had to file some paperwork, and it's not clear they did that.

Doesn't matter where in the world he was born, he is the child of a US citizen, so he's a citizen.

...but he somehow got a US passport, and that's what he shows people to prove he's a citizen. When he got his US passport, he chose to be a US citizen, rather than a Canadian. When his parents applied for his passport, they should have filed a "report of child born to US citizen abroad." I'm not sure that's the exact title. You have to have this to get a passport if you're in Cruz's situation. Since his birth certificate is from Canada, the passport people would insist on his mom providing the required paperwork. I'm curious as to how he got a US passport.
