March 18, 2015 (San Diego) If I told you that what I found in the Police Executive Research Forum (PERF) report surprising, I would be lying. What we would like to see though, is more transparency from the police department and its leaders. I understand that a Chiefs job is to protect the troops. But when the Chief still talks a good game about her department doing community policing, even after asked, about her officers chasing the radio, it feels odd. The PERF also raised this with a quote near the end.
When a Chief turns her back when problems with the Field Training Office are raised thats a problem. The PERF also pointed to them. I understand when Captains no longer want to talk to the public, but not having your side of things in a media report, is not precisely good in public relations. Moreover, turning backs on the public, not just reporters, goes against all policies, taught at the Academy, regarding officer safety.
We understand the need to protect the troops. We get it. But a lot of the problems we are seeing with the department are not just about first line supervisors and the lack of them. It is a large part of the issues. But it is not all of it. Some of these attitudes roll down hill, as they say.

I do not believe we are in the christmas list, or in her case Hanukah list, but this is not isolated to one department, or two, or three, or four. I am now convinced that it is a problem with police itself. It is a culture issue. They truly see us as the enemy, more if you are in minority inner city communities, but we are still the enemy.
Now I should get back to work... but another day, another officer, and only thing he did not get away with it was cell phone footage, or has not yet gotten away with it (yes, we are that cynical at this point.) Given the current food fight over body cams, that is the next fight, I hold little hope they will be more than just a nice attachment to the uniform.

(65,616 posts)We've reached a point, to where we move on to the next tragic killing...when does it stop? At what point, there has to be a start point somewhere and a dialog forced upon the LEO community.
The local cops in my town are horrified at what metro is doing to innocent people.

But as another poster mentioned, why did the coroner not realize the shots were fired from a distance and in the back.
Nothing until the video came out. I hope the person who took the video is quite secret and safe.

(997 posts)Even if shots were in the back, if he had the taser, the man could have been a threat to the officer or others. But clearly the man did not have the taser and was simply running away. No way was the shooting justified. Beyond the shooting, I have two other problems with situation. The officer did not attempt to render aid to the man who was lying on the ground. Perhaps it was too late at that point but to attempt was made. When a second officer arrives and seems to be applying first aid, that's when the taser was dropped next to the body. If that second officer's report corroborated the first's story, he should also be charged with, at the very least, filing a false report.

(44,397 posts)Police reports say that officers performed CPR and delivered first aid to Scott. The video shows that for several minutes after the shooting, Scott remained face down with his hands cuffed behind his back. A second officer arrives, puts on blue medical gloves and attends to Scott, but is not shown performing CPR. As sirens wail in the background, a third officer later arrives, apparently with a medical kit, but also not seen performing CPR.

(21,925 posts)he was unarmed, running away and shot in the back when his life was extinguished forever. He covered at least 25 feet of ground while taking eight shots into his body. He posed no threat at the time the officer made the choice to use deadly force.

We still don't know what happened during the first few minutes. They must have been loud minutes because they attracted the attention of the guy who videotaped the whole thing.
Kudos to that guy. Police are completely out of control. They are acting like an occupying foreign army.
At least this time they arrested him. He still gets his day in court so don't get the rope quite yet.
