"The Police are Still out of Control" - Frank Serpico, Oct. 23, 2014, Politico Magazine. READ IT...

if you are concerned about policing in this country.

Frank Serpico, immortalized in the 1973 film starring Al Pacino, writes a fascinating editorial regarding the state of policing in this country - the corruption, the graft and the so called "blue wall of silence".

Very well written and well worth the 10 minutes max it will take you to read it;

http://www.politico.com/magazine/story/2014/10/the-police-are-still-out-of-control-112160.html#.VSuHiuHzJ8E

Oh...and by the way, Mr. Serpico is 78 years old and still kicks ass. He left the force in 1972 and is also pretty much still HATED by the rank and file of the NYPD.

Edit to say, I understand this is not the first time this has been posted to DU, and to the person or persons who posted it back when it was published, I stand in your shadows. Thanks.

Us against them . . .

Even now, I do not know for certain why I was left trapped in that door by my fellow police officers. But the Narcotics division was rotten to the core, with many guys taking money from the very drug dealers they were supposed to bust. I had refused to take bribes and had testified against my fellow officers. Police make up a peculiar subculture in society. More often than not they have their own moral code of behavior, an “us against them” attitude, enforced by a Blue Wall of Silence. It’s their version of the Mafia’s omerta. Speak out, and you’re no longer “one of us.” You’re one of “them.” And as James Fyfe,  a nationally recognized expert on the use of force, wrote in his 1993 book about this issue, Above The Law, officers who break the code sometimes won’t be helped in emergency situations, as I wasn’t.

And that is the core of the problem
They didn't join to protect and serve.
They joined to get rich
Imagine if any other public employee did that... there would be outrage

So....BTW....The prez was pretty cool the other day, eh?

"In the NYPD, it used to be you’d fire two shots and then you would assess the situation. You didn’t go off like a madman and empty your magazine and reload. Today it seems these police officers just empty their guns and automatic weapons without thinking, in acts of callousness or racism. They act like they’re in shooting galleries."

If you want to complain or annoy me, you have to be more clear about it.

I play a lot of video games, I like RPGs. But I play shooters too.

But you get into these massively parallel shooters and it's more like watching a Bruce Willis movie, nothing to do with reality, and sure as hell nothing to do with real guns. Real guns are heavy, and they run out of bullets, and they don't work if you don't take care of them, and like that, see?

These cops must get very frustrated when they run out of clips and have to stop.

'collateral murder' was the name of one of wikileaks first publications, a good example of your 'video game mentality'.
excuse the lack of clarity slash obvious references.

they're saying it was following an armed robbery. maybe this one was unavoidable, i don't know. but it seems that police everywhere have turned more trigger happy lately. i recall this happened in LA in the early 80s. i don't know if it ever got better between now and then but it seems worse today.

The bunker mentality is even more pronounced than in the days of Darryl Gates, a self-serving asshole if I ever saw one.

And the civil asset forteiture laws have attracted a lot of cops who see that as a revenue stream and the governments likewise, Ferguson is exactly like that, they are fine-farming the poor, and sandbagging drug dealers, stealing their stash and selling it themselves, and I would bet they a being paid "protection money too.

Once you start using the criminal law as a money-raising mechanism, you are not far from the bottom.

is going to be at least as over-represented by its racist population - not just among the police - as its prison population is internationally. Although its prison populations is likely to be under-represented in hell.

Swings and roundabouts. What goes round, comes round. Make hay while the sun shines for you, white racist US. Your time will come. But nobody will come with a picnic to watch your agony. It will be, out of sight, out of mind, while you suffer.

.... one ( in this case Serpico) can draw all the media attention in the world. ( It was ALL OVER NYC media back in the 70's ). One can provoke a political firestorm.

There were live televised hearings here.( NYC) And remember: this was when we had meaningful local news media. One can inspire a BLOCKBUSTER Hollywood spectacular starring the biggest name in cinema, based on a best-selling book.

Alas..... the culture and psychology remain essentially unchanged.

What chance do we have now? Did anyone ever hear of the recent NYPD whistleblower Serpico talks about mid-way through the article? Aaron.... something or other. They actually had him confined to a mental hospital.

Aaron Stroonick, I believe. Anyone ever hear of him? I didn't think so.

Again... if we couldn't change the culture THEN, what chance do we have NOW?

Edit: Make that ADRIAN SCHOOLCRAFT, not Aaron Stroonick. See? I told you no one knows him. Even me.

before he outed the corruption that was going on in the NYPD. As soon as he did, the NYPD sent a 'unit' to his home and forced him into a mental hospital where he remained for six days, I believe. Not sure if they were unaware that he had recorded everything at that point.

A good cop, standing up, who like Serpico, had to leave his job, while the corrupt remain.

I don't know how his case turned out. It was covered for a while in NY.

Just one cop. Maybe there are more, but they see what happens to someone who takes a stand, and are afraid to talk.

First of all cops must live in the community.

Second any shooting as a part of a small crimes confrontation means a full investigation by an outside committee. No more killing because you are jaywalking. No more shooting because you have a tail light out. No more killing because you are selling loosies. In fact most of these "crimes" should be ignored unless they are causing a real problem. They should definitely not be used as a money making enterprise by the city.

Third any killing of an unarmed man should be investigated. Body cameras should be required for this purpose. If we can afford to pay for military equipment for police then we can certainly pay for cameras.

And finally anyone who participates in a cover up is complicit and needs to be tried for it. Blue line or no blue line.
