in a discussion group today on local issues, one of the participants (a very proud ex-military guy) announced that democracy sucks, and that during the time russia was communist, there was no rape, no crime of any kind. then they went to democracy and went to hell.
I keep wondering how much acid one needs to do to come up with that sort of world view.
I would have responded to him appropriately, but, alas, there were too many witnesses.

Anytime you have a group of people living in proximity there is going to be crime at the very least if there is no actual law there are going to be people behaving in bad ways. Seriously I can't think of any modern society that has no crime whatsoever, not even early American tribes.

The movie was about a string of murders in the Soviet Union that, if known or admitted, would embarrass Stalin. The protagonist set out to solve the murders.
The idea that there were no rapes in the Soviet Union meshes with the idea that there was no murder in paradise. In other words, utter bullshit.
I recommend the movie. It starts out somewhat slow but builds momentum as it goes along.

His crimes happened in Soviet Russia, and the men investigating them had to go to a great deal of trouble to convince their superiors that the crimes were the work of a serial killer, because those sorts of crimes only happened in the decadent West. I think this man you know is making that shit up, although he might not be aware of that fact.
