The latest figures (2013) from the U.S. Federal Bureau of Investigation suggest violent crime in the United States has fallen to its lowest level in years. Many law enforcement agencies are taking credit for the decline. But while violent crime is down, deadly police encounters - known as justifiable homicides - are rising.

The FBI reports violent crimes like murder, rape, assault and robbery dropped more than four percent in 2013. During that same period, however, police officers shot and killed more than 400 civilians in incidents known as justifiable homicides. .....

VOA is doing a tad of editorial

(and could be read for propaganda, remember, they can do that to the rest of the world legally). I read the first two paras you posted. I see what you mean.

Monday the BPD issued a Code Blue where the gangs (gasp) were going to go after them. I posted it with the caveats they have issued these in the very recent past. LAPD went into partnering officers, because gangs. What happened is that gangs were indeed working together, to protect neighborhoods.

My theory is that the FBI is afraid that the review of the 1030 program and Policing in the 21st century means a new age of accountability, so they are throwing whatever will stick to prevent that.

The UCR (that I can check) is not that detailed. It tells me how many homicides and how many are black on black, brown on brown, and white on white, most of them by the way. But it does not capture gang affiliation.

(I cannot wait for the last report to come out either)
