The testing of schools is just a foil to make it seem like public schools are failing and realistically they're going to have lower scores because they have to accept everybody where as charters get to cherry pick students they educate. First comes the brain drain away from public ed then comes the pushing back of unions then eventually you get teachers paid minimum wage for not getting kids to have high enough grades then the whole system becomes privatized and teachers' unions (a democratic constituency) get takes away and it's one step closer for republicans to have total control of stat, local, and national governments.
