Sometimes poorly designed or implemented ideas need to be improved not just thrown out, if the concept is good.

because the United States did not participate.

Perhaps it would have failed anyway, who's to say? Would Japan have invaded Manchuria in 1931 (which was its pretext for dropping out of the League) if the United States had been an active participating member? Would France and Britain have extracted such a severe retribution from Germany if the United States had vigorously promoted Wilson's Fourteen Points through the League of Nations?

republican isolationism was already rearing its head right after the war. republicans in the senate did not like Article 10 in the League Covenant which required a response from members if another member was attacked.

As you said, would US membership and commitment to respond to an attack have made any difference to Japan and Germany? We will never know.
