LINCOLN — The Chicago Cubs may be having a better spring than Pete Ricketts.

Nebraska’s rookie governor, whose family owns the Cubs, took office in January hoping for success in working with a State Legislature controlled by his fellow Republicans.

But while Ricketts had some victories in the areas of tax cuts and budget restraint, his first year has been marred by a failure to corral and persuade GOP lawmakers to side with him on three key cornerstone conservative issues.

In a striking legislative session, some Republicans joined with Democrats to repeal the death penalty, raise the gas tax and approve issuing driver’s licenses to young immigrants brought into this country illegally by their parents.
