I can't see any way to justify this.

Fire the teacher, not the counselor. And it should be taken out of the hands of the school administration. It seems to me that this is could be a sex offense and should be investigated as such. That makes it more than a HR matter, which is how the school administration is treating it.

even if the teacher made it absolutely 100% clear that it was a joke and not to be taken seriously and under no circumstances actually do this, it's still inexcusable.

No kidding. I don't understand why people think it's cool to pull something stupid and then just say "I was only joking."
