that my taxes were being used to help enforce Rules and Regulations of a private corporation, the Homeowners Association. If an HOA has a pool it is up to them to regulate its use. Period.

The Chief of Police needs to rethink their policy. Most police departments have figured this out by now. The officers do not have a current list of homeowners and tenants so they can not possibly be the appropriate enforcement entity.

on your property? If people refuse to leave my house I can't call the cops? Huh?

A police officer behaved inappropriately and escalated an already tense situation. He acted recklessly and deserves to be disciplined or fired, but I'm not going to agree that we can't call the cops when something occurs on private property!

What next? The local corner store can't call the cops when someone robs them at gunpoint?

so the officer should have approached with extreme caution. He does not know what the rules are and he does not know who has a right to be at the pool. His first question should have been - who is the President of the Board? iows - he should have been telling them to contact a Board member for enforcement of their private rules and regulations. If the President of the board shows up he/she can request that someone be trespassed. Absent that the officer should just sit in his car

I assume the City Council and city attorney will discuss with the Chief of Police the dangers of extending their services to private corporations. My guess is that they will tell the HOAs to get their own security, which they should have anyway.
