President George W. Bush was wrong to try to build democracy in Iraq, former Defense Secretary Donald Rumsfeld said in a recent interview, marking a striking admission from a key player behind the 2003 U.S. invasion.

In an interview with British newspaper The Times, Rumsfeld said that efforts to oust Saddam Hussein and replace his tyrannical regime with democracy were unworkable, and that he had concerns about the plan from the beginning.

People about Hillary's tenure at state. If I ask about policy x and why she supported it, the response is "she was carrying out Obama's foreign policy and it is not her place to say anything".

Maybe I'm wrong, but I always believed that all of these secretaries are appointed to advise the president on policy, and speak up for the American people when they know it's bad policy.

"The secretary of defense continued to push on us that everything we write in our plan has to be the idea that we are going to go in, we're going to take out the regime, and then we're going to leave," Scheid said. "We won't stay."

Scheid said the planners continued to try "to write what was called Phase 4," or the piece of the plan that included post-invasion operations like security, stability and reconstruction.

Even if the troops didn't stay, "at least we have to plan for it," Scheid said.

"I remember the secretary of defense saying that he would fire the next person that said that," Scheid said. "We would not do planning for Phase 4 operations, which would require all those additional troops that people talk about today.

"He said we will not do that because the American public will not back us if they think we are going over there for a long war."

Powell's State Department had an actual plan created for rebuilding Iraq.

From PBS Frontline :

turf wars and the future of iraq

Much has been written and said about the internecine warfare between the State Department and the Pentagon in the run-up to the invasion of Iraq. Yet it has only recently become clear just how much those bureaucratic battles over turf and ideology affected the planning for the postwar occupation. In early 2002, the State Department began forming what became known as The Future of Iraq Project, bringing together a diverse group of Iraqi exiles with experts from the department's Middle East bureau to begin a process of planning for a post-Saddam Iraq. But in January 2003, a mere two months before the start of the war, postwar planning was wrested away from the State Department and handed to the Pentagon, which proceeded to discard the State Department-led efforts.
