Overall, Martin O'Malley has said would confront Wall Street with "a mix of structural and accountability reforms." O'Malley wrote a column for the Des Moines Register in March in which he outlined some of the specific policies he would support.
These included "reinstating the 1933 Glass-Steagall Act" so that banks would be "broken up into more manageable institutions," picking appointees for agencies in a position to regulate the financial industry "who will prosecute those who commit or permit crimes," barring banks from deducting government fines from their taxes, and establishing a "three strikes and you're out" policy that would "revoke a banks right to operate if they repeatedly break the law."

This should be a number one issue, prosecuting those who commit crimes and revoking a banks right to operate if they repeatedly break the law. Put a couple of big CEO's in jail and see just how that would work!
O'Malley has the right ideas on this issue.
