The House Will Vote Tomorrow On Clean Fast Track Bill

House Republicans plan to breathe new life into President Barack Obama's trade agenda on Thursday by bringing up a stand-alone bill to give the president expedited authority to speed major trade deals through Congress.

The new strategy from GOP leadership comes nearly a week after House Democrats handed the president a crippling defeat, stalling trade legislation in the chamber and leaving Obama and Republicans scrambling to find a way forward. Matt Sparks, a spokesman for House Majority Leader Kevin McCarthy (R-Calif.), confirmed on Wednesday that GOP leadership's plan was to bring the new version of the so-called fast-track bill to the floor on Thursday.

The fast-track bill, also known as Trade Promotion Authority, already passed both the Senate and House, but its fate relied on the House passing TAA along with it. That didn't happen thanks to Democrats' revolt on Friday, forcing Republicans to find a new route. To move a clean fast-track bill, the House Rules Committee announced a meeting Wednesday evening to attach the legislation to a public safety retirement bill sent over by the Senate.

Once the clean TPA bill is sent back to the Senate, it will be up to the upper chamber to handle TAA independently.

even if it is ineffective, I think there will be not enough to overcome filibusters or it'll fall short.

I say what I say sadly, because I know I will have to leave DU, once any DINO who had anything to do with these "trade" agreements shows up on a ballot for me to vote for. IMO these corporate coups will make the sturm und drang of politics into a mere Punch and Judy show.

And then it could be filibustered too.

if they do this, I plan to call Senator Wyden's office and tell them there that this is the opportunity to prevent a primary challenge in 2016 election that will likely have Pete DeFazio running against him and beating him, if he can basically lead a filibuster and justify that over his earlier vote by saying that without the TAA he negotiated to go wit it earlier, he really can't support this bill any more and stick to the filibuster this time.

If he doesn't, I think we all need to make it clear to him that we will rally for primary challenges to him, Suzanne Bonamici, and Earl Bluemanauer in this state for facilitating its passage. There's a meeting tomorrow night in Beaverton here to discuss primarying Ms. Bonamici. Read more here.

10. House Democrats have forced Obama into a corner

They are destroying whatever leverage Obama and pro-trade Democrats had over the process, but I still think there is a path forward.

If TAA is added to the Trade Preferences bill, and that bill is guaranteed a vote in the House, I think a clean TPA can clear cloture in the Senate. At that point it would serve no purpose for House Democrats to vote down TAA again.

However if there is no deal on TAA, I very much doubt there are 60 votes for a process that does not involve TAA

public interest groups and environmental orgs by shutting them out of the negotiating progress and giving corporations and their allies free rein. His USTR office is staffed with revolving door lobbyists and Wall Streeters.

12. Congressional Democrats shut themselves out of the process by announcing uniform opposition to TPA.

During the last Congress, Reid all but announced he would never schedule a vote on TPA.

A TPA that was shaped and passed on the strength of Democratic votes could have looked very different. Democrats should have engaged the White House instead of turning their backs, and leaving Obama with no one to negotiate with besides Republicans.
