I don't think, this is aimed at impressing other nations or foreign media.
1. Kim Jong-Un is a tyrant, but he's no idiot. He knows fully well that nobody is going to believe that.
2. The North Koreans don't know what happens outside of North Korea, but they are no idiots either. They know fully well that their regime is lying to them.



I think, this press-release has a deeper purpose:
By claiming to have that vaccine, Kim Jong-Un can now claim that AIDS andsoforth don't exist in North Korea. =>
If you claim to have AIDS in North Korea, you are a liar and get arrested. =>
Nobody will dare to talk about AIDS andsoforth. =>
Even if there is a epidemic in North Korea, nobody will dare to admit it and North Krea avoids bad press without the hassle of actually having to fight the epidemic.
