retired prison guard in CT and her son, my nephew, is still a prison guard in CT. I'll have to ask them if this is usual or normal. Personally, I think it's stupid that any prison would allow such practices.

from my brother who used to live near Auburn Prison, which is also maximum security, is the watch tower is separate from the prison, meaning you cannot get to it through the prison itself. Anything the guard needs is hoisted up to them, since it cannot go through the prison. So I would guess whatever is hoisted up to the watch tower whether it's arms, food or whatever has no way to get into the prison.
