Lawmaker suggests hoisting white surrender flag

7:30 p.m.
An amendment to replace the Confederate battle flag outside South Carolina's Statehouse with a white flag of surrender has been defeated. House lawmakers tabled the proposal by Rep. Christopher Corley, a Republican, who suggested replacing the Confederate battle flag with a white flag. The plain white flag, Corley said, would be symbolic of state Republicans' apparent surrender on the issue ...

... Republican Rep. Jenny Horne reminded her colleagues she was a descendent of Confederate President Jefferson Davis, and scolded fellow members of her party for stalling the debate with dozens of amendments. She cried as she remembered the funeral of her slain colleague state Sen. Clementa Pinckney, the pastor of Emanuel African Methodist Episcopal church, who was gunned down with eight others as his wife and daughter locked themselves in an office. “For the widow of Sen. Pinckney and his two young daughters, that would be adding insult to injury and I will not be a part of it!” she screamed into a microphone ...

... “I grew up holding that flag in reverence because of the stories of my ancestors carrying that flag into battle,” said Representative Michael A. Pitts, a Republican and former police officer from Laurens County who repeatedly sought to amend the measure. Representative J. Gary Simrill, a Republican from York County, said that some activists were seeking to “go beyond the flag” and “remove vestiges of what the South was, to remove history, almost a cultural genocide.” Weldon Hammond, 76, a black South Carolinian who was involved in antisegregation protests in the early 1960s, spent hours Wednesday in the front row of the House gallery with his wife, Loretta, hoping to see a change that to him was too long in coming. “It is an insult and a hurt, especially when they say that flag is about heritage,” Mr. Hammond said. The battle flag, Mrs. Hammond added, “is definitely something that for all of my life we’ve been trying to disinherit” ...

... The amendments include changes like flying the American flag upside down, flying the Confederate flag on Confederate Memorial Day and taking many memorials, not just to the confederacy, off state house property, replacing them with suitable landscaping, foliage or sidewalks”.

“I would very much love to reach consensus on each amendment, but you’ve got one side saying absolutely no compromise,” Pitts said.

Wednesday, the bill will go to the house for its second reading. Pitts will be given 20 minutes to speak on each of the 26 bills. If he maximizes he allotted time, he could be potentially speaking for more than eight hours and that time doesn’t include the lawmakers who co-sponsored some of the amendments.

“I’ve got a plethora of amendments drafted and I can talk 20 minutes on them, So can other supporters and if you take three people talking 20 minutes, you’ve added an hour to each one of those amendments,” Pitts said ...

12. Confederate flag debate wears on as GOP mounts opposition

COLUMBIA, S.C. (AP) -- A group of Republicans mounted opposition Wednesday to immediately removing the Confederate flag from the Capitol grounds as the South Carolina House opened debate, but at each turn, they were beaten back by a slightly larger, bipartisan group of legislators who believe there must be no delay ... Black Democrats, frustrated at being asked to show grace to Civil War soldiers as the debate went over 12 hours, warned the state was embarrassing itself. The closest vote in the GOP-controlled body came on an amendment to place a different flag -- one that flew over Confederate troops and looks similar to the state flag -- beside the monument to Confederate soldiers at the front of the Statehouse. It failed on a 61-56 vote ...
