Drug-abusing security-guards can shoot you and send you to jail for looking at them the wrong way

Monroe Bird. He was shot in his own car, in the back of his neck, by a security-guard.
Why?

Seems like, when a young black man and and a young white woman are sitting in a parked car, that's something a security-guard has to check out.
Bird tried to drive away from the confrontation when the security-guard opened fire.
Why?
1. The security-guard claimed that Bird tried to run him over with the car. (Which both Bird and the passenger denied.)
2. The security-guard said that Bird reached for the glove-box.
3. The security-guard said that he tried to shoot at the tires to prevent Bird from getting away. (Shooting at the tires? When you assume that the guy in the car is reaching for a gun???)

Here's the kicker: The cops found marijuana among the belongings of the security-guard, right there on the scene.
He told the cops on the scene that he hadn't smoked marijuana in two weeks.
He wasn't arrested or cited for it.
The DA said he would file drug possession charges against the security-guard if the substance turns out to be marijuana. It obviously takes more than 3 months to check that.

Bird was paralyzed and needed medical care 24/7 that his family couldn't afford, even with donations. He died of medical complications due to the insufficient care.

I haven't found any indication that the security-guard got into any trouble because of this.

for a pardon. How the fuck does giving someone a look rise to the elevation of "crime committed"?
