The man accused of killing nine black churchgoers in South Carolina last month was able to buy a gun due to a background check failure, the FBI says.

Dylann Roof should have been stopped from purchasing a weapon due to a felony charge, FBI chief James Comey told reporters on Friday.

But he said the charge was either incorrectly entered into a background check system or mishandled by analysts.


Roof is facing nine counts of murder over the 17 June attack in Charleston.

Speaking to reporters at FBI headquarters in Washington DC, Mr Comey outlined a series of missed opportunities and incomplete paperwork that allowed Mr Roof to buy a firearm.

Mr Roof, 21, was charged with possessing drugs just weeks before the attack on the Emanuel AME Church, and police said he admitted to the offence.

That admission should have been enough to stop him from buying a weapon, Mr Comey said, but the offence was incorrectly added to Mr Roof's record.

This meant the FBI analyst doing the mandatory background check on Mr Roof did not see it. "If she had seen that police report," Mr Comey said, "that purchase would have been denied."

He said he learned about the problem on Thursday night and FBI officials were meeting with relatives of the nine victims on Friday.

An internal review into how the agency uses criminal background checks in gun transactions has been launched. The FBI runs background checks for gun dealers in about 30 states, including South Carolina.

"We are all sick that this happened. We wish we could turn back time," he added.

First report was that it was a gun given to him. This was a popular thing to talk about because it meant that somebody had bought a gun, Roof had avoided the background check, and that, in itself, was illegal. (People love the idea of punishing others when they're outraged.)

By 24 hours later it was "he was given money for his birthday and he used it to buy a gun." That left a lot of people wondering which is was. But the second report persisted. This clears it up once and for all: whatever the source of the money, roof bought the gun.

First reports are often wrong, esp. on details. Very often, in fact.

For example, it's been pointed out that Roof did admit to possessing drugs. However, that would have been a misdemeanor, and the way many here read the laws that by itself wouldn't disqualify him from buying the gun. Perhaps Comey got it wrong; perhaps the reports over what he admitted are wrong. There's still an inconsistency.

Perfection is elusive for many lesser beings, I guess.

It shall be unlawful for any person to sell or otherwise dispose of any firearm or ammunition to any person knowing or having reasonable cause to believe that such person— (1) is under indictment for, or has been convicted in any court of, a crime punishable by imprisonment for a term exceeding one year; (2) is a fugitive from justice; (3) is an unlawful user of or addicted to any controlled substance (as defined in section 102 of the Controlled Substances Act (21 U.S.C. 802)); (4) has been adjudicated as a mental defective or has been committed to any mental institution; (5) who, being an alien— (A) is illegally or unlawfully in the United States; or (B) except as provided in subsection (y)(2), has been admitted to the United States under a nonimmigrant visa (as that term is defined in section 101(a)(26) of the Immigration and Nationality Act (8 U.S.C. 1101 (a)(26))); (6) who [2] has been discharged from the Armed Forces under dishonorable conditions; (7) who, having been a citizen of the United States, has renounced his citizenship; (8) is subject to a court order that restrains such person from harassing, stalking, or threatening an intimate partner of such person or child of such intimate partner or person, or engaging in other conduct that would place an intimate partner in reasonable fear of bodily injury to the partner or child, except that this paragraph shall only apply to a court order that— (A) was issued after a hearing of which such person received actual notice, and at which such person had the opportunity to participate; and (B) (i) includes a finding that such person represents a credible threat to the physical safety of such intimate partner or child; or (ii) by its terms explicitly prohibits the use, attempted use, or threatened use of physical force against such intimate partner or child that would reasonably be expected to cause bodily injury; or (9) has been convicted in any court of a misdemeanor crime of domestic violence.

could be considered "Terrorism."

But, the Fact Is: that it could have been stopped if the FBI's chain of alerts was functional.

That's why Comey went down to SC to meet with the families.

I do think it's a bit odd he did that and admitted the FBI had failed in this instance if what you are saying was a
"Terrorist Act" that and nothing more than that.

it was a terrorist act. The FBI's failure makes all the worse. If they would stop wasting time and resources trolling the Muslim community they might have prevented this attack.

You have one person do the background check and a second person to validate the findings. Right now there is a woman who worked or works for the FBI who will spend the rest of her life feeling horrible for allowing Dylan Roof to buy a gun. She made a terrible terrible mistake. Denying him a permit wouldn't have necessarily stopped him from obtaining a gun but it would have made it more difficult. Expanding background checks is a great idea but each check must be evaluated by more than one person to make sure things like this do not happen. People DO make mistakes.

On CNN he was raging against ISIS/ISIL saying that the threats on July 4th, that FBI saved us from, could be linked to them and we need to be aware this isn't "your Grandfather's al Quaeda,"anymore. Give me a BREAK...Your Grandfather's Terrorist Group? What was he thinking?

So....FBI Flubs Up and didn't get the paper work to Charleston to stop Dylann from buying that gun?

I think he must be feeling pressure to go down to SC to explain to the Families of those 9 Prominent SC Citizens as to why their family members are dead and yet we rounded up 10 Terrorists Groups ready to kill us on July 4th, 2015 and yet he couldn't stop a 21 year old with a drug offense that in SC would have put him on the list to stop him buying gun in South Carolina.

I have no idea anymore what they do or don't do or focus on with the FBI, these days.
