Why because the GOP understand process and that governing is a collective effort starting with town councils, highway supers, school boards and that the POTUS is just an avatar. A figurehead of the collective.
Having a lame duck POTUS for 4 yrs, unable to get any federal justices confirmed by the Senate unless approved by the teabaggers is not winning
Getting veto's overridden on important social safety issues is not winning.
The difference is we don't pay attention to local issues and have a federal mindset that everything begins and ends in DC and we can just pass a national law to fix local issues.
