It is clearly talking about the governor primary.

(74 posts)He is a vindictive bully who is almost universally despised by those who work for him in State government and hated throughout rural upstate NY. The only reason he is Governor is because he ran virtually unopposed in two separate general elections (Paladino and Astorino were never viable candidates) and any Dem running in the general election automatically carries NYC and Buffalo, and thereby wins. If NYC wants Cuomo so badly, they should just take him.
I can see him running for mayor. He aspires to run for President. If he runs for a third term as Governor, he might lose and his political career will be over. If he primaries DiBlasio, he could win, be elected mayor, and remain in the spotlight for another 4-8 years.
