Can't be on the ballot twice, Rubio has already said he won't for the Senate seat he currently holds.

Rand Paul is up for re-election as Senator in 2016, at some pont he is going to have to decide whether to continue his pursuit of the Presidency or run for re-election to the senate. He does not seem to be getting much traction in the Presidential race so it seems likely he drops out to run for re-election.
