Penny Richardson had to pull over and walk to a friend's house carrying her laptop on her head. The friend, Nichoel Stuhr, lives near 21st Street and Avenue L in Council Bluffs and snapped a photo of Richardson coming. "The water was up to my thighs," Richardson said. "It was crazy." Richardson waited three hours for the water to recede before heading home.

Heavy rains pounded the Omaha-Council Bluffs metropolitan area on Wednesday morning, flooding streets in both Council Bluffs and Omaha, delaying flights out of Eppley Airfield and closing schools in the Bluffs.

Council Bluffs public schools, St. Albert Catholic schools and Heartland Christian School in the Bluffs were closed for the day because of street flooding after 8 inches of rain fell in the city.

Wednesday morning’s storms delayed 18 flights out of and three flights into Eppley Airfield, which recorded 5.2 inches of rain.

Steve McCoy, manager of airline affairs at the airport, said some taxiways were temporarily closed because of high water, but runways remained operational. American, US Airways, United, Southwest and Delta all had departing flights delayed between about 6 a.m. and 8 a.m., McCoy said.
