could NAACP or other prominent organization create national "Humane Policing of the Year" award?

I've seen these stories recently recognizing cops who actually bravely, wisely, humanely do their jobs (as in, diffuse difficult situations and, like, not kill people), and wondered if there could be some more visible way to recognize these officers in a way that communicates that _they_ are the most courageous ones.

Maybe there's already an award program like this, but I feel like if there were a national "competition" where citizens could send in stories, it'd get more people talking about lots and lots of positive examples (instead of cowards who shoot unarmed citizens and pets) and help with the peer pressure within police departments.

The organization that needs to do this needs to have a lot of authority and credibility--that's why I thought the NAACP. But maybe others have better ideas.
