until the review kept going on and on, then it started to look less and less likely.

This isn't a surprise really. Obama is insulating the Democratic nominee by taking this action.

Personally once he rejected the request for suspension it was pretty obvious what was about to happen...

I think he wanted the decision to be his rather than pass it off to whoever holds the office next.

at the State Dept that Obama and Kerry saw as a priority - like Middle East peace deals, Iran nuclear agreement, global environmental progress. I am glad I turned out to be wrong, but, it became apparent Keystone had no future with Obama and Kerry by the end of 2014 when they managed to drag it out long enough for it to be proven unfeasible.

Because it would be a bigger favor to Berkshire Hathaway and other railroads to make the Canadian crude continue to be hauled by rail tanker.

...and the Arctic drilling issues. Both cancelled. Sometimes artful inaction is very powerful.
