The Republican base

I listened to NPR today as I drove around. They repeatedly mentioned the candidates appealing to the Republican Base.
All I could think of is the other definition of base: " morally low, of little or no value. &quot dictionary.com). Actually that was the definition of the adjective baser...but I thought it applied.
They are appealing to the lowest common level of the population. Their only value is that they vote.
