there have also been reports that Assad is not happy and believes that Russia is being too careful about avoiding civilian casualties.

Yes, they very well might if they really wanted to hit someone there.

Especially when your people actually approve of you as their dictator. President Obama would get hammered big time by the public if we were so careless. I prefer to have it the way we do.

here and there, isn't very effective in my opinion, especially when you see those mile long convoys of pick up trucks.

So while you may be right about the effectiveness of killing high profile individuals, it does not precisely address the issue. The question here is whether targets are evaluated on the basis of collateral damage in a similar way as the US does.

Pilots complained that by the time they were given clearance, the targets were gone.

They also had not targeted the Isis HQ or training grounds until recently.
