I haven't seen anything that suggests that anyway. Some kid in NY schools is in big trouble though.

but here is the thing..
The ISP that is sending you my comment is in Ireland right now, while I am sitting at home in Alabama.

VPNs have good uses and not so good uses.

administrators started ignoring them - esp when they found out that the call was coming from inside the building
kids wanting out of class would sneak down to the pay phone and call it in.

(Back in the old days, we used pay phones instead of smart phones.)

We had to go stand in the track field for hours,in the winter,without our coats. The kid that called it in got suspended indefinitely.
