He's used the "word" before talking about a race where one female candidate beat another female candidate. More than likely, it's a case of bad Yiddish. The schlemiel was up to his usual schmegegge being all schlub-ish, taking us for schnooks who would be fooled by his schlock.

I have always used it as an euphemism for dick and never as a verb. Which, if I am honest, made me laugh.

His target and context was fucking awful and wrong but I'll be damned if I didn't chuckle almost at the sheer lunacy of it.
