What is the "COOL" section on front page?

The same 5 stories have been on there for at least a week, maybe longer. Who chooses those and how do they cycle on/off?

COOL means Country Of Origin Labeling law. This law was repealed, and starting tomorrow, labeling will not be put on meat products in the US.

Look about halfway down the front page, there is a section of 5 non-political stories in a section labeled "COOL."
