If the case gets dropped, does the statute of limitations window immediately close?

I dunno about that. Some site said the DA never got judicial approval for it, req. in PA.

It's beyond my skill set.
We'll see what transpires in a few weeks, but there might be a case in NJ too.

in criminal proceedings.
That may get him off the hook for criminal prosecution in this particular case, but it doesn't exactly rehabilitate the reputation of this disgusting person.

The reputation is lost. He won't be invited to speak about good parenting again, I don't think.
