There is now a de facto liberal SCOTUS majority

In a deadlocked decision the lower court's ruling stands, and most federal courts are very well stacked with Clinton and Obama nominees. Notice how virtually every controversial case the SCOTUS takes is on appeal to a liberal decision on the lower court.

So the Republicans are free to stall this as long as they want. I'm fine with that.
