St. Louis Student, 9, Cant Attend School Because Hes BlackEdmund Lee, a third-grader at a charter school in south St. Louis, cant attend the school next year because his family moved to the suburbs, from which, an archaic law states, black students cant attend city schools.

Nine-year-old Edmund Lee is a great student. Hes a third-grader at Gateway Science Academy, a charter school in south St. Louis. Hes been a student there since kindergarten, and he wants to stay there, but an archaic law on the citys books wont allow him to attend the school anymore because hes black.
Everything was fine as long as Edmund and his family lived in the city of St. Louis. But their recent move to the suburbs means that Edmund cant attend his old school. Because of the way that St. Louis laws are written, suburban kids cannot attend city schools if they are black.
When I read the guidelines, I was in shock, Edmunds mother, LaShieka White, told Fox 2 Now. I was crying.
The law was passed decades ago and was meant to address school segregation.

"The Missouri Department of Elementary and Secondary Education (DESE) would like to clarify the situation involving an African American Gateway Science Academy student denied transfer from St. Louis County to the Gateway charter school. This unfortunate situation is not due to state law or state regulations. It is a result of the student's change in residency from St. Louis City to a school district in St. Louis County.
"Even if the family's new St. Louis County school district participated in the transfer program, the student would still not be able to transfer. This situation stems from the 1980 U.S. Court of Appeals ruling that the St. Louis City and County schools were maintaining segregated systems. In 1983, the schools reached a Desegregation Settlement Agreement allowing African American students to transfer into primarily white suburban school districts and for non-African American students to attend St. Louis schools. The goal was to try to balance the racial makeup of the city and county schools.
"There are no state laws or DESE regulations specifically preventing African American students from transferring schools."

is a racist obscenity that needs to be repealed.
And I'm really not interested in any complicated rationalizations. If a black kid is not allowed to attend a school, but would be if he or she was white (all other things equal) then that is utterly despicable.

Back in the day one of the approved methods of desegregation was have magnet school in big cities which were there to attract white kids from the burbs. Letting black kids in from the burbs kinda wrecks that plan.
Schools don't pull this shit anymore.
