by all accounts is much less than it used to be. (Ripped paper ballots in Mississippi, machines in the Chicago river...)

In some areas we have a much bigger problem denying registration and poll access, and the method of counting means little if you can't get to vote.

Besides, voting methods are decided by the states, so a uniform counting method would be tough to apply.
